Most damning of all, it shifts the legal burden of proof to whomsoever proposes an activity to establish that it is very unlikely to cause harm. In other words, all that is required to invoke a precautionary principle is a widespread perception that drilling and hydro-fracturing are harmful to health and the environment; there is no need for scientific proof.
