Expanding on what you've written in a different light :

Lowest hanging fruits (including cherries) are always plucked first.

After marketing that low hanging harvest, and there is plenty more to pluck (it would appear to me, also)  to be the time that industrious investors with the where-with-all would step in and build any new plants they need to make preserves / jam / jelly for their market.
