I am not sure what you mean by "... Does winter hurt them ...".
And our last winter in NE Ohio was very mild.
There are Frost Laws that will slow down the Rig movement during the winter months.
We do see more laterals being drilled per pad before the rig is moved during the winter months.

If the g&o companies are redoing roads to their drill pads do the frost laws still apply, or can the counties and townships change them to reflect the upgraded roads? The roads I've seen redone by chk in mahoning co are way above anything this county or any township in it has ever built.

Lynn,
I do believe that only some roads are specifed as "reduced weight" during the winter. So, if the road is significantly improved to handle the full load during the winter months then there would be no need for the Frost Law to apply to that road. I do believe each county designates which roads are reduced.
