OGMs under old and current railroad beds ... also pipelines.

Have landowners looked into old paperwork to learn if this acreage is something they can lease.  It would seem a possibility that shale layers below 8,000 ' would belong to landowners and up for development.  The beds themselves run 50'-100' wide in sites I've researched.
