Can Chpk (or any O&G Driller) prepare a Well Pad without first pulling a Well Permit from ODNR (in Ohio). Is there anything about Ohio State Law that states: The Driller must first file for and receive their Well Permit BEFORE they can start working on the Well Pad ?

 

 Is there any clause in the O&G Lease that actually requires the Permit to be approved by ODNR before the Driller can begin pad construction?

 

 Could this "trick" be used to hold-by-production any acreage that has an old lease that just requires any type of construction to be performed by the Driller?

The first one on the list (Eichelberger-Devon_Ashland) is off. See the rest of my response to Drill Baby below.

To begin with, the first well on the Utica Activity sheet #34005241600100 (Devon-Ashland-Eichelberger) was finish drilled mid Feb and fracked as of a few weeks ago. Since at least the week of Feb 26th the status on the sheets has not changed and today it still shows as "moving rig". That rig left Ashland and arrived on the pad in Lodi at the Devon-Richman well on Feb. 22 and left about a month later. I'm not going to go through the list line by line for you but I will simply tell you this: There are numerous wells on the weekly activity sheet where the status on the sheet has not changed for weeks or even months but work at these well sites is ongoing. Some I have seen myself, and some I have spoken with people who live near the well sites and seen pictures. I know from people inside ODNR that they don't have the manpower or man-hours available to keep every well status on the weekly reports up to date. I never implied that they are not doing a good job, only that thorough, accurate, current updates to the weekly activity sheets are not always happening. You have to remember that ODNR is state government which is loaded with inefficiencies caused by govt bureaucratic red tape, and the focus there changes as the political winds shift direction, and the focus sometimes gets diverted from things like this to more pressing matters. They are doing the best they can with the manpower they have but the weekly reports are NOT up-to-date and therefore cannot be considered to be reflective of the actual progress at the couple hundred permitted well sites in Ohio's Utica & Marcellus. It would be nice if that could happen but it is not reality. The same inspectors who keep track of these wells also are responsible for monitoring all the other drilling & wells in Ohio and at this point in time that is a bigger job than they have time to fully take care of. The state is now in the process of hiring dozens of new inspectors to help alleviate this situation.

 Is ODNR required to inspect every one of the 64,000 operating wells, at least once, per year? The article stated that 50,000 operating wells were not inspected in 2011, implying that they should have been.

The completed Chesapeake well pad is located on the south side of Pine Hollow Road

1,000' west of this address: 45531 Pine Hollow road, Rogers, Ohio 44455

The ? pad is approx 3 miles East-Northeast (ENE) of the Chpk Westover well pad.

 

I don't have any info on that one. I'll see what I can dig up. The pics below are of a Stark County pad where the permit info has not yet hit the website.

 In Columbiana County we now have completed pads with no permits posted and we have permits with no pads built. I think, the Drillers and ODNR have conspired to make this more difficult. I am trying to keep the the ODNR report for pads with rigs and/or wells in Columbiana County updated. With about 30 different locations, it has become alot of  work. Thanks for the updates for wells in Ashland and Medina counties. I do not get out that way very often.

i know for fact, that Chesapeake did build a well pad before they got a permit, they also scrapped a pad after they got a permit for it and built it
