In Pa, a gas company must pay 12.5 % (of course there are expenses, blah, blah, blah). My question is, Does NY have a minimum royalty payment that a company has to pay?

Yes, just like PA. There is a bill to increase it. NY also has compulsory integration, where unleased landowners are required to be in a unit and paid for their gas even if they choose not to lease. It can be a little confusing for people, but it basically makes sure landowners don't have their gas stolen from beneath them.
Yes, but what is the minimum royalty that the State allows? Is it also 12.5% ?

NYS, like PA, has a state wide 12.5% minimum royalty due to the owner of the mineral rights.
