If there was some doubt by that agency that the Production Unit was for other than the purpose of actually producing product, vs revenue preservation for the leasee via "Held by Production", a public hearing might be just the thing. The purpose of a regulatory agency is not to 'rubber stamp' any application that comes in the mail, if things are working as they should.</p>
