It is time to contact members of the Pa House of Representatives. The above link will take you to the bill text. In the bill, I can find no language which protects royalty owners from Oil & Gas companies from assessing us with that tax through deductions.

with the November elections closing in, make sure politicians understand their obligations are to voters and not some company.
