What happens to severed mineral rights if the owner dies and does not deed them over to someone else before death?

They pass to the heirs of the deceased.

If they had a will, you need to look at that.  If the minerals are not specifically stated, the will should  have a residual clause.  If no will, look at your states intestate succession laws.
