The DRBC supposedly finalizes regs at October meeting. Three votes will seal our fate. Pa seems to want regs that mirror PA; NJ has conservative Gov, may want DRBC to butt out; NY gov wants to drill with safeguards, will he want DRBC over-riding his authority?; Delaware is a "No"; and the Army Corps does not have a dog in the fight, but will probably go with reasonable regs.
The wells in Pa were grandfathered, exploratory only, and not fracked. Properties are under Force Majeure. Probably if you are downstream of the Reservoirs, you'll eventually be able to drill.
