This is actually a good thing.  This is one of the messier topics surrounding Marcellus drilling.  While it's really the coal mines and power plants that are running up the bromide levels, Marcellus water is definitely contributing.  However, recycling and pretreatment technology has adapted very quickly over the last two years and it in use by most companies.  This extra nudge will get them recycling 100%, and its a huge win in the PR war.  It shows the PA DEP is quick to act on solid scientific information and is willing to take action that goes against the industry.  It shows Corbett is not in bed with the gas companies.   And it takes away several of the biggest arguments the anti's have.
