Certified mail can be sent to a PO Box. What happens is the box owner is given a card that shows the date and time that the letter was delivered and he/she has to go to the clerk to sign for the letter. They may refuse. However, certified mail serves a singular purpose: to prove that the delivery or attempted delivery was carried out. If the recipient chooses to ignore this then you may present that as evidence that you made a good-faith effort in accordance with whatever statute you're working off of. You probably need to pay an attorney to handle this as it sounds like the counter party is not interested in civility.
Plus, you can track the attempted delivery online at USPS. There are times listed when delivery was attempted.
you should also send a copy by regular US mail with a proof of mailing if they don't sign for the certified. If they don't sign and receive your mail, they didn't read what was in the letter so they didn't get notice. Proof of mailing shows they did get the notice and works in court to prove notice. Proof of mailing cost less than $5.00.
