Am I reading this correct?

About 95% of the well drilling has been into the Onodoga formation and not Marcellus in Tioga county?

The wells must be drilled into the Onodoga and then back up to the Marcellus to be eligible for approval for multiples well on one site.  It's some old law or rule that has not been changed.
