Dimock PA one well shut down, is the entire unit shut down?

There are 2H wells on property and 1V. One of the horizontal wells has been shut down due to broken pipes. Is the entire unit shut down?

The three wells and associated piping are completely independent of each other.

One can be shut-in without affecting the others. If the trouble with the piping is downstream of the connection point to the gathering lines, all three would need to be shut-in.
