Going rates for right-of-way and pad sites

Can anyone tell me what is the going rate for pipeline right-of-way in N.Armstrong County for 10" or 12" pipeline ??

 

Also, what is going rate for pad site to put in metering equipment for dumping 10" line into a 20" mainline ??

I have been hearing $20-$25 / foot and maybe around $15K for the metering site.
