I would like to ask the question: Has the state of Pennsylvania made any effort to inform the people of Pennsylvania of their rights as land owners as New York state attorney generals office did ?

If you have not viewed the video on this web site (Land Owners Rights Video), I recommend you do. The video is a wealth of information regarding your rights (New York), what to watch out for when talking to land men , etc.

One example is when the assistant attorney general stated   "If you do not lease up and you are in a unit the gas co will go ahead and drill and will have to pay you 12.5% royalties with no deductions".

Also I learned that in New York the attorney general states that when the land man tells you "We will just go ahead without you and you will miss out" This is not true, at minimum you will receive 12.5 percent royalties with no deductions. When the land man tells you you will not be in the unit this is not true the DEC makes the units , not the gas Co.

Dont forget I am talking NY only.

My question was: How do I find out what my rights are in PA as a land owner ???

I would find an attorney familiar with mineral rights in PA and ask. Do you own the mineral rights to your property? It should show on your property tax bill.

At this point it appears I do own the mineral rights.
Although I was not aware it should show on your property tax bill.
Also there is no mention of mineral rights on my deed.
I have been approached a couple times by land men for leasing and their preliminary review show I do own the rights.
Do you know of any good attorney for negotiating a lease for horizontals in the Marcellus ?

There must be language in your deed concerning mineral rights. I highly doubt that it simply says, "You own the mineral rights". That's why an attorney may be what you need.
Unfortunately, I have no attorney to recommend. My search for one (I live in MD, not PA), warranted nothing, except replies from those contacted that they couldn't help me due to conflict of interest.
