Leasing in NY

Is there any leasing activity going on in NY right now, or is it stalled by the regulatory process?  If there is leasing activity, who are the main players, what are the going rates?

Well, you have missed quite a lot if you are new to the NY mess.
NY is still on a 2+ year moratorium on hydrofracing and anti-drilling legislation keeps popping up in Albany.
