Statoil may have applied for those permits several months ago .........and a permit does not mean they are running in to drill a well......I know of several permits that are over 4 years old and no wells drilled.....the people in the permit office just continue to do there job each day and so the big boys sell their acreage ...........the company does not stop working because they sell some of their leases and if these leases are near renewal it could be an attempt to HBP acreage that they me attempting to sell to another buyer.....if they sold off west Virginia who is to say they won't sell OHIO
I'm betting Chesapeake is Pooling as many expired leases as possible into the areas they have permitted in Jefferson County.
Even if Chesapeake does nothing with the permits, the Farmers in Jefferson County will be too busy or uniformed, to clear Chesapeake leases from their property.
This is easy pickins like Carroll County was.

I know someone who's in the drilling unit for the Ross Township Caris permits in Jefferson County, Ohio. CHK is already clearing and putting in a road at the intended drill site on County Road 54 in Bergholz. It seems they're truly drilling this time.
CHK has well pads built over 4 years ago they have not drilled yet so don't hold your breath could be attempt to HBP leases so they don't have to pay a second bonus money by showing activity ....Chk only plans to drill 0-5 wells in 2016 and have no rigs running at this time
