In Q1 2012 there were 82 permits issued vs. 127 in Q1 2013 for the Ohio Utica Shale, so I believe that there is still interest. www.uticashaleblog.com/p/drilling-permits.html data & maps shows wells still being permitted at a good clip. So why would operators seek permits at increasing numbers if there was not some optimism for the future?

There's plenty of optimism. There are some sweet spots emerging from the data sets and operators will want to drill those areas. Don't let the nitwits in the media (esp. Bloomberg) tell you otherwise.
