ODNR quarterly production numbers are obtained by using the Honor System of reporting by producers. The lawyers told me this and then I called one of the ODNR Division Offices and asked straight out if any ODNR employee verifies the numbers at the well head, I was told, no "We Use The Honor System" of reporting. I won't say what I told the employee about my producer, but it wasn't pretty.

If you can find a State Paid employee checking the numbers at the well head, please let me know.

I would never call an O&G company dishonest, unless I had evidence, which I do, but allowing an O&G company to use the Honor System of reporting is you might say, and I will always say, is like "Having the Fox Guard the Hen House".
