Ohio leads other states by implementing rules dealing with "fugitive gas" emissions.
Rules designed by the Ohio EPA took effect on last Friday. The rules require operators of new horizontal wells to scan well site equipment with an infrared camera or other hydrocarbon testing device for leaks. The rules also require the operators to make prompt repairs and to report the leaks and repairs in a timely manner.
Ohio is only the third oil and gas producing state to implement such a program, which means that our regulators are becoming more proactive with regard to protection of the environment. The effort is supported by the industry and environmental groups. Hopefully, this proactive trend will continue and our state will receive the economic benefits of shale development while the environment is protected.
