Pay special attention to the second paragraph that states:
"FERC approval of the project would grant developers the right to eminent domain for the easements needed to build the pipeline, so landowners could see a court set the price for the right-of-way agreements if they have not reached deals with the company by the time regulators permit the pipeline."
