Rover Pipeline: Ready for Hearings with FERC

Pay special attention to the second paragraph that states:

"FERC approval of the project would grant developers the right to eminent domain for the easements needed to build the pipeline, so landowners could see a court set the price for the right-of-way agreements if they have not reached deals with the company by the time regulators permit the pipeline."

FERC will approve the project.  After that expect offer letters to start hitting.
