it is where the leased land goes to be bought in lots by the oil companies then I am assuming they play a kind of monopoly to get the 600 or more acres needed to do the drilling... this is the first program that i am aware of that holds ours leases here in pa. I am not sure where it encompasses.. it won't happen till all the paperwork is squared and leases are checked and confirmed.. at least that is what i understand
