Shell East of Mainesburg, Tioga county?

Hello,   Anyone have idea of what the massive land movement shell is doing east of Mainesburg, sullivan township, Tioaga county.   I was told water tanks but this is pretty big, and not sure if cost effective to place water in covered tanks as opposed to lined ponds.

The land belongs to Shell and they are putting in a water inpoundment. There is also supposed to be a water filtering plant on the other side of Scouten Rd.
