Susquehanna County (PA) landowner(s) claim CHK is charging them

Unsupported accusations by a small number of landowners against Chesapeake mean little.  Even with a public airing of such charges, many doubts of their authenticity remain.  But this is the internet, and today it is possible to publicize such things and to learn whether other landowners offer support for the accusations.  And that's the purpose of this thread.

The specifics:

It's no more that a few lines in a (Susquehanna County, PA) newspaper story.  First, scroll down a bit to  locate the story entitled "Commissioners Approve Immigration Resolution".  Then scroll down a little further to the sixth paragraph of that story, which is the paragraph next to last.  That's where the accusation appears.  Here is your link:

Are these accusations against CHK valid?

I know how to copy and paste.  But I am purposely guiding you to the text, rather than copying and pasting it here.  I want you to see this for yourself, in the newspaper, so you will know nothing is being made up.

I don't agree with the concept of landowners paying to have their natural gas developed.  If true, this is sort of a "man bites dog" story!!  But is it really true?  Or were those landowners not telling the Susquehanna County Commissioners the whole story!!?
