Warren City Water Treatment Facility Wants a Taste of Marcelllus

A Warren City Water Treatment Facility located in Trumbull County, Ohio is ready to tap into the Marcellus business.  They are offering to reclaim water that has been polluted by the fracturing process.  Does this very old plant have the capacity to remove the the cocktail of heavy metals and other toxins Marcellus water holds?  What will they do with the toxic residuals--and, at who's expense?
