I’m convinced to some degree, or suspect, some of the reason there wasn’t a lot of movement or support behind the executive branch and the bill didn’t move as well was there was a lot of moneyed interest in getting that forced pooling in there. As soon as the Senate passed a version that didn’t have that in there, it seemed the brakes started being applied for some reason.
