5 billion gallons sounds like a lot but think of it this way.
An acre inch of rain is ~27,000 gallons. Most of Ohio averages 36-38 inches of rain per year. That means in a year's time about 1,000,000 gallons of water falls on every acre of Ohio. 5 Billion gallons is less then 10 square miles of rain water in a state of over 44,000 square miles.
