Have a friend in Clearfield County who has been approached by a land agent who wants to buy their gas rights for $3000. an acre. The agent tells my friend that this figure is not a signing bonus and they don't want to lease the rights, they just want to buy the rights for the above amount. Unless my friend is not hearing this correctly, this sounds like a scam. Any comments?

If the land agent is working in that area, representing a gas company and is offering to buy the gas rights, then that is ethically wrong and the companies that I know would likely fire him if they found this information out.  There are companies that purchase minerals and royalties, but I am not sure if this is what you are talking about.   
There are companies that buy mineral rights.  After you sign you no longer are the owner of these mineral rights.  The amount of money offered is comparable to bonus money in a lease..so don't get confused.  Personnally I would not sell them.  You are located in a area that might see huge royalty payments to landowner someday.
