Thanks IronFarmer for the information.  Anxiously awaiting the test results from these new wells but Capital spending budgets for midstream as you have identified point to something more than a dry-hole.  CapEx is challenging in this environment given the rising cost of capital in the energy space and the needed producer commitments to make such spending a reality.  Given the condition of the E&P's I wouldn't be surprised to see some of these major capex projects get delayed or shelved indefinitely.  These are precarious times we are in and are certainly unsustainable.
