The Delaware River Basin Commission (DRBC) is an agency without a conscience. A review of its budget for July 1, 2013 to June 30, 2014 reveals the agency has not only stolen the property rights of Pennsylvania landowners but is also letting anti-gas agencies direct its activities and is rewarding New York State for its obstructionist activities.

The DRBC budget provides incredible insights into why this agency is so dysfunctional and acting so totally contrary to Pennsylvania’s interests even as the Commonwealth is asked to pick up the largest share of funding supplied by Delaware River Basin Compact signers. We will address these matters in a series of posts but, for now, let’s focus on just two points; a) the ability of New York State to simultaneously undercut the agency and be rewarded for it, and b) the agency’s relationship with anti-gas special interests.

We reviewed two documents to get a better sense of how DRBC funding has evolved over the years. One was the budget adopted for the current fiscal year and the other was a 2012 document prepared to assist the agency in developing an “Equitable Apportionment of the Commission Current Expense Budget (General Fund).” The two documents together provide this data on how the funding proportions by Compact signers have changed.
