Abandoned wells...what is being done, what to do?

Can anyone address the issue of abandoned wells and how they play a role in current drillling issues?

Depending upon the term your using the term abandoned in Ohio http://www.ohiodnr.com/mineral/orphanwell/tabid/10376/default.aspx
