The state usually owns the land between the low water levels of a river.  I've asked this question here before and have also asked several drilling companies if they will drill under a river and haven't gotten a good answer.  The problem isn't that there is any danger of contaminating the water or it draining the river, but with the legalities of leasing by the state.  Railroads are another issues.  Historically there has been a question as to who owns a railroad right of way.  Last I heard the railroads claim they do and I've heard they aren't leasing either.  I don't know what this does to those who hope to get a well and their property borders a river or railroad.  Interesting, many railroads also follow alongside rivers in eastern Ohio.  Good question,,,I hope we get some good answers.
