Drilling under rivers...

I've heard that drilling companies can't drill under rivers such as the Ohio, Muskingum, etc.  This has to be a leasing issue with the government, since I guess they own the land under these rivers.  Can anyone shed any light on this? See More

"You are correct.  Some drilling companies are putting even more than 6 wells per pad, and where both the Marcellus and Utica formations are present, they can drill to both from the same pad. Not from the same well however."
