Can seismic or O & G companies gain rights to property this way?

A friend of mine was concerned when she did not get her property tax bill for the second half of the year. When she contacted the county (Mahoning co. Ohio) they said they had already been paid.  She did not pay them.  She has also been being pushed hard to allow seismic testing on her property and does not want it done.  Could these two be connected?  Can these companies gain rights by paying the property taxes?

Maybe she needs to go in and make sure the county has her files straight. Don't want a big bill later!
