Clarion, PA is the county seat of Clarion County.

Beaver County is two Counties to the West (on Ohio border).

Not sure where your question refers to.

I would suggest that you might wish subscribe to the PA Department of the Environment eNotice system. It is free to all.

By doing so, you can automatically receive emails detailing activity (particularly permits) in the County for which you have interest. You can restrict your interest to the particular township.

I do not find the DEP site especially easy to use.

Often, I fumble away, but eventually discover how to glean information from that site that is of interest/value.

If you take the time and effort, with patience, you too might benefit from what is there hidden away.
