Flaring when is it done, and is it done forever?

I have been reading up about flaring after a land man informed us ALL natural gas was being burned. I thought the purpose of flaring was to get the gas bubble that was laying on top of the formation that was to be drilled. 

My concern is, once that first gas bubble is burned off and they finally frack, will all the oil, gas, etc. from the frack count for royalties, or do they continue to burn off the gas and only keep the oil?

Which brings me to my next question, if they're burning off all the gas then why do MMcf numbers even matter, the only number that should matter is barrels of condensate per day.

Granted, this could all be wrong, hence why I am asking :)

What state?  In Ohio natural gas in marketable quantities may not be flared off.  In the past when an "oil" well was drilled they did burn off gas but then the state changed that law not only to lower pollution but to save the natural resource.  This is not the law in other states ... North Dakota for example. They are burning off tons of gas.  They are processing 2/3 of it now unlike in the beginning but they are still flaring off a lot of gas there.  I am not sure about PA or WVa.  In Ohio they may flare gas for safety ... Mangus well they hit some gas early on the way to TD and were able to flare it off.  They may also flare for testing for 48 hours.  If a pad has several wells you may see several different flares.  There are flare stacks at the new UEO Plant in Kensington and also you will see a flare stack at Marathon Refinery in Canton.  Not sure how these flare stacks are allowed ... safety .. and not sure what exactly they are burning off there.  Anyone know about this?

I'm in Ohio, I have seen a number of wells "flare" already including one that was a massive flare they have since stopped though and I have not seen it since from that well. Looks like I need to figure out the Ohio flare laws so I can figure out why this guy keeps only showing me barrels of oil.
