I just sent this to:

Dear Governor Kasich
   I have a better idea than the current tax the big oil and gas companies that politicians love to think about.
   I propose a different type of an approach. I suggest a environmental impact fee be placed upon any natural gas, natural gas liquids or oil be placed upon exports of those product to out of state companies or states where they have banned drilling or fracking.
  As we all know NY forced Ohio years ago to take their trash to keep NY clean. Now they say drill some where else but we will gladly take it without the mess.
As such let them pay into a environmental fund maintained by the State of Ohio to recover any related cost of oversight or environmental damage they are failing to pay for.
Another advantage would be that companies would be more enclinded to do business in Ohio than the states which would cost them more to operate in.
You get to keep the environmentalist happy with funding we get more revenue!
However no funding shall be derived from the fund outside of the original purpose.

  Well what saith we all? Why should we have to even tax ourselves in Ohio?
