Leasing vs mineral rights

If someone else owns the mineral rights on my property, am I still able to lease it for shale drilling?

No.  Only the mineral owner can sign a lease.

Marcus is right...Unless you are a cotenant of the mineral rights. Here is a PDF that might explain it a little better than I can...it's a little technical but not to dry.
