New pipeline thru springfield township

I see where they have it staked  ( according to the sureying crew) it out through the township but my question is how close can they set a pad to the pipeline? I had heard at least 7 acres from any  pipeline. Can they still frack under the line?

 Landfill to felger ,metz,new middletown rd, columbiana nc rd,  stakes with 1 ribbon with blue and white stripes labeled LOD about 1/4 mile in from stateline rd going north and south they are about 10 ft apart in a line.

The pipeline is part of the midstream ni-source hilcorp infrastructure I believe it will travel 60 miles. Yes I am leased through Hilcorp.
