During the last legislative session, a more wide-ranging royalty owner protection proposal collapsed. But Rep. Garth Everett, a Lycoming County Republican, believes the bill he introduced last week with 38 co-sponsors from both parties, will have a better second act — if his party’s leaders give it a chance.
“I removed some of the things that they found very difficult to live with,” Mr. Everett said. “Hopefully this time I will be able to get enough support in my caucus to go to our leadership and say, ’I know you might not love this bill but I think we should have an opportunity to run it.’”
House Bill 1391 establishes that the one-eighth — or 12.5 percent — minimum royalty defined by the 1979 Guaranteed Minimum Royalty Act is the true floor for what landowners can be paid for their share of natural gas extracted from their property.
