Toward the end of the article, reference is made to HB 1684 which fell short. Once again, the article says this about HB 1684:
"The farthest this bill got was a House floor debate last spring when lawmakers from western Pennsylvania sought to amend it . . . "
Even with all the WPA landowners posting here, not one has ever been able to explain why there is opposition in that region of the Commonwealth. I know it is Republicans from WPA who are in opposition. But it is the "why" which remains shrouded in mystery, apparently beyond the ken of even the most astute WPA contributor to this forum!!

BTW, I think it's possible the opposition I don't understand is somehow related to legacy wells. They are ubiquitous in WPA, but not here in Bradford County where I live and where there is such strong support for HB 1684. But that's just a guess. I really don't understand why WPA landowners have a problem with HB 1684. I wish I did understand.

Any gov worth his salt would have read CHK the riot act before they entered his state.
You all have lived with this theft for too many years to ever recover your losses.
Consider investigating your gov for some time in the BIG HOUSE where he can redeem himself for his lack of action and possible inappropriate action ($$$$).
Congratulations to PA for making the list of Top Ten Most Corrupt states in the US.
I believe the Captain of your state gets most of the credit, or is he finger pointing to some lowly Aid and looking for a lifeboat rather than going down with the ship.

Governor Corbett is running for re-election here in Pennsylvania. Election day is this coming November fourth.
I do not believe the Governor will run for President. He will serve out his full second term as our Governor, I'm confident of that.
We agree Chesapeake is a problem. They have given the entire drilling industry a very black eye. But Chesapeake operates in any number of states and I'm not aware of them ever having been read the "riot act" by any governor, of either party, in any state. That's simply not how things work in America.

If that's true, it had to start way before Corbett got into office ....
At least Illinois is way ahead of PA, 6 governors indicted, and 4 were convicted and received prison time... (3 demo and 1 rep.) the last one was also impeached, (good old Blagojevich.
Having worked for the Commonwealth of PA for 31 plus years I can say pretty confidently that the Governor's Office doesn't read the "riot act" to any Corporation coming into PA.... That's why states have an Attorney General, DEP, Dept of Labor and Industry, and a host of other Departments in the state to oversee these activities and pass rules and regulations through the state congress to deal with the issues ... Not the Governors job in ANY state.....

Mr Corbett took CHK PAC money in 2004 as the atty gnl of PA. I stopped looking to see what he did after that since he's not my problem.
What everyone fails to see is that the gov and atty general are charged with enforcing the laws in each state. If CHK breaks the law, they should be corrected or walked to the state line. Not paying royalties to landowners is theft. Bragging about it in the news papers as the VP of CHK did is admission of theft.
Investigate your gov and declare him honest & unaware or guilty & fully aware of what he did.
That would be fair to all the landowners who will never see the money that was stolen even if they win a law suite. CHK walks off with more money than they pay out per the judge, that's their good business practice, Do you need me to refresh your memory of the CHK VPs quote for PA?

I have enough to deal with in Ohio with the theft in progress.
These are good people being given a slap in the face rather than a fair share of what is being taken.
Let me give you $57 a month per acre for your 100 acre farm and see how you feel towards your gov and atty general.
The 100 acres belonged to a dairy farmer who trusted CHK. He knows better now but it's a bit too late.
Let me take the trees off of his farm, sell them to myself, pay the farmer, then sell on the open market and make a profit above our contracted deal. The state of Ohio calls that theft by deception. If I do this to a 2nd farmer, its called A Pattern Of Corruption. I go to jail. Why is oil and gas any differnt than any other product sold in the state?
It isn't. The company is too big to prosecute and big enough to influence/corrupt.
Remember, always remain calm and follow the laws when going after a thief. When one route fails try the next. Everything that has ever happen was started by one person with an idea. I believe a wrong can be righted, it just takes some extra steps when an oil company is involved.
The law means monthly production figures will be available. This means mineral appraisers and geologists/engineers can now do a proper decline curve and estimate the actual EUR (Expected Ultimate Recovery) of a well. From that the prospects for other wells can be better determined. These pie in the sky numbers put out by operators is a far cry from an independent source and far more realistic.
PA has taken its time in updating its laws which are antiquated and definitely not pro-mineral owner. Transparency is a small step in that direction. If opposition is coming from the NW corner, then grandfather all those old wells, but move forward.
You are seeing a collapse in price that will devastate the royalty owners. Companies have to cash flow and will do so even if it means lying like dogs about the post production expenses...easier to settle in court and a host of royalty owners won't complain anyway. This is over-production. The lack of pipelines and the total cluelessness of markets where they want the gas but are unwilling to approve the pipelines...Frankly, if I was king for a day, I'd turn ALL the gas off NY, MA, etc. Let 'em chop wood for heat.
Sad to see and to say but I've gotten too many boxes of check stubs to have much respect for the average mineral owner and how they manage their minerals. No dairyman would think about not keeping records on his cows. No apartment owner wouldn't have a tenant roll, but mineral owners...they just cash the checks until the checks stop then they stand there like a deer in headlights. If you read this post, then you obviously are well above the average royalty owner...You at least are concerned enough to see what other mineral owners are saying and going through.
The experience in the Fayetteville, Miss/Granite Wash, and elsewhere should have been a clue to Chesapeake but with Aubrey forming a new outfit, the investors are flocking to him like bees to honey. Frankly, the investor with that docket jumping landman (which was where he started) deserves all the grief they get.
