Markwest pipeline right of way payment offers

What's the current payment rate for granting a right of way for a pipeline. The company I'm involved with is Markwest. I've heard that the going rate is from $30 to $40/foot. They start out offering $15 though.

That is correct $30-$40 at the moment.

What about the going rate for a Permanent Access Road ? I have a friend who has been approached for a road . It is 50' wide and is going to a metering station .
