Now I am realistic enough to know not every job created by the shale industry will wind up with a person who calls Eastern Ohio home. However, not all of these jobs are industry specific. Meaning most functions of the industry are relative to work already performed by Ohioans.
Case in point is processing plants. Ohio's skilled trades people (electricians, plumbers, carpenters, ect) are plentiful and highly qualified to build just about anything including processing plants. Mark West Energy Partners, Pennant Midstream, and Blue Racer Midstream all utilized the area's workforce. THEY DID THINGS RIGHT. You may not think of this as a big deal but it helps control rent prices in the area and cuts down on traffic. It is a real economic stimulus.


On the other hand you have companies like Access Midstream and M3 Momentum building processing plants in Carroll and Columbiana Counties using every person they can find from Texas, Florida, ect. These folks drive UP rent prices and only contribute to hotels' and restaurants' bottom lines. If you think this is not true or want to see for yourself this video on YouTube does a pretty good job highlighting all of the out-of-state workers hired by Access Midstream and Momentum:

Are we not hiring Americans?  Hasn't Ohio been seeing a population decrease over the past few decades? Maybe these are homegrown people coming back to Ohio.  There was a reason why people left Ohio besides the weather.  It was to find jobs in other states.   I really don't see a problem as long as they are hiring Americans. 

I also agree with Jim.  If a person prices themselves out of a job, that is their fault.  The pay must be good enough to get people up here from other states.  Companies want a skilled labor force and one that will come to work everyday and work hard.  May the best person win!

Well then according to your own words you should be seeing a problem as Access Midstream and M3 Momentum are not hiring Americans. Did you watch the video? Did you see there's a vehicle in the parking lot from MEXICO.

Nothing like cheap out-of-country labor to drive down construction costs : /

A vehicle in a parking lot?  A means one!  Maybe you should go there and check their green card.  If they are working there, they must have been able to pass a drug test!

Apparently people in Ohio who rent property, own hotels, or run restaurants don't spend any money.

I know of some companies trying to hire area workers. 95% can't pass the drug-screening.

So only 5% of applicants can pass drug tests? I do believe you have to be on drugs to believe this B.S. Have you seen any drug screen results? Are companies providing stats on this? Who is spreading this 95% figure? How is this number formulated?

Listen this is how politics work. The industry knows they will do whatever they please. They also know the public will not like what it is they're doing. In this case not delivering on jobs promises.

The oil and gas industry needs a cop-out as to why the locals are being passed over for jobs. They come up with a "drug screening" theory and tell it to their friends (other industry companies) and their political insider buddies (state reps, county commissioners, ect). These folks then exacerbate the lie and beat down the public inquiries as to no local jobs.

The 'drug test failure' reason is bullet proof for the industry. It cannot be refuted because there are no statistics provided at all. No one provides any information on this subject yet people tout this 'drug failure' as some sort of epidemic when there is no empirical data to begin with.

This was in the Vindicator about 18 months ago, though it wasn't 95%, it was 9 out of 10 (which is close enough).

I'm not certain about this but I'm going to chance it anyway: I have never read a more out-of-touch comment in my history of posting on this forum.  You evidently have zero interaction with society or you have the worst skills of observation in modern times.  Drugs are a colossal problem.  Even the ones that are basically harmless (though will still result in a rejection by the people in HR) are everywhere.  Add drugs to a low skilled labor pool and you can see why companies would rather hire outside of the state.

Please, somebody clarify this very important issue:

I am well aware that drug abuse is a serious and common problem, but these numbers seem to me way too high. Other industries and businesses are able to hire workers who can pass drug tests.

So out-of-state workers trying to do the same work 'miraculously' pass their piss tests while Ohioans cannot? Why is this? Makes no sense to me. Or maybe it's just crony hiring policies by the energy companies and drug test 'failures' by the locals are a cop out reason as to why vehicles from Texas outnumber Ohio.

Dude drugs have been a part of humanity since the beginning of time. Now to say they are a 'colossal problem' well that's a very subjective statement and varies as to what neighborhood you are in. However, this shale industry is the first time I have ever heard an Industry claim only 10% of applicants can pass a piss test. Even the restaurant service industry (high substance usage by workers) cannot make up this 90% failure rate.
