It is my understanding that the plant in Leesville is or will be a cryogenic facility that separates dry gas and sends it to market then sends the remaining wet gas/liquids/NGL's (I have seen several terms) to Scio.  Originally the Leesville plant was planned for Scio and was later moved. 

Scio has a couple different things going on there.  If I remember correctly an ethylene plant.  The ethylene is then sent to plastics industry.  Wet gas can be separated by fractionation into useable products  propane, ethane, butane.  I am not sure of everything they do at Scio. I read an article some time ago and this is what stuck in my mind.

The Hanoverton cryogenic plant sends it's wet gas to Scio also.  And when the pipeline is  finished the product from the New Middletown cryogenic plant in Mahoning County which will process gas from wet wells in NE OH and NW Pa by Hillcorp and others who contract with them will be go via pipeline to Kensington where it will be mixed with their wet product to go to Scio thus saving the construction of another pipeline all the way to Scio.  There is also a cryogenic plant in Cadiz.  But I think that is processed in Summerfield. 

There are several cryogenic plants and I know of the one fractionation plant in Scio.  There may be more further south but I am not familiar.  And there are some more in the works ... Tuscarawas ... cryogenic.

There are some rail cars going out of Columbiana marked NGL non odorous meaning no smell so dangerous if leaking.  Not sure where this is going to be processed. Also frack sand comes in there.

Our area uses Marathon Canton OH Refinery for Oil via truck and perhaps rail car?   Down south they use Marathon Cattlesburg KY via barge and also Ergon Newell WVa via truck.

so if I have a line running to the Leesville plant running through my property does it make my land more valuable or up the chances of getting drilled?

All other things being equal.....a nearby gathering pipeline would up your chances of being drilled.
