Does anyone know what the NOTWITHSTANDING clause really means and or it's  

 dangers or risks .

Example the lessor  wants a non-surface clause on part of there land and the 

NOTWITHSTANDING clause is inserted or  mentioned on the market enhancement clause 

part of a lease . 

Sure sounds fishy to me .
