Unit Consolidation Orders-OH

In regards to Unit Consolidation Orders - are there Ohio state laws, ODNR laws regarding the establishment of Units, if so, please provide statues, court cases, etc.

Does the Operator have total control over the configuration and the manner in which mineral owners share in the production? 

Does the State of Ohio have any imput whatsoever into these matters?
