The White House Office of Management and Budget has begun vetting upcoming Interior Department rules that will toughen regulation of the controversial natural-gas drilling method called hydraulic fracturing.
Interior’s rules are already under fire from GOP lawmakers who allege the plans — which President Obama touted in his State of the Union address — will slow development.
Interior Secretary Ken Salazar has promised that the rules, which will govern “fracking” on public lands, will be proposed very shortly.
Interior sent the proposal that requires disclosure of fracking chemicals to OMB for review on Wednesday, according to OMB’s website.
Fracking involves high-pressure injections of water, chemicals and sand into rock formations, which open up cracks that enable trapped gas to flow.
The method has created a natural-gas boom in many states, but is bringing concerns about groundwater pollution and other public health threats along with it.
The Interior rules will require disclosure of the components used in fracking fluids, as well as provisions governing management of large volumes of “flowback” water from drilling sites and measures to ensure wellbore integrity.
Obama administration officials say they strongly support natural-gas development but that new safeguards are needed.
At a Capitol Hill hearing Wednesday, Salazar said the rules are necessary to ensure trust in the safety of the widespread fracking, noting that absent the disclosure, public doubts could become the “Achilles heel” of the gas-drilling boom.
But several Republicans attacked the planned rules at Wednesday’s Natural Resources Committee hearing on Interior’s budget plan.
Committee Chairman Doc Hastings (R-Wash.) said the rules will “add significant barriers and delays” to gas development.

It is nice after all these years to hear about the honesty of chief as that is said in the video...as it was elexco not chief that represented chief in the conversations of the contract that I have spoken of ..but now I learned from some who kindly found some info online that some landagents were working off a list of what not to do and what to do that was not very honest, no not all honest. I really do hope that Chief is a good company as their spokesman states as I really havent heard much at all about chief except about their sales of leases. not so about Chesapeake...they are always part of the news.
there are standards in the U.S. which drug makers, doctors, hospitals etc must follow - they have 'on site inspections' to meet all requirements to practice here.
However, drugs shipped in from other countries, like China, have NO restrictions thus we don't not only know the conditions of mfg, but we don't know for sure what is in them. I know this from being in the health industry. Why do you think grocery stores who provide 'free' drugs are able to do this? My guess, cheap and from China (or India or wherever). Same with the food and the sprays on our food - no restrictions or inspections.
So, thanks to NAFTA, it's open season on consumption from foreign countries here. Milk from Mexico is another example. Canned meats and cheeses - the same thing. Just TRY and find ANY REAL cheese in WalMart. If it doesn't have the 'Real Seal" on the pkg, it is not made from milk, only byproducts or 'fake' oil products. It's sad...
Mark...i have to disagree with that statement of it being silly.
Even though a regular person without gas/oil experience or chemistry wouldn't really understand what is disclosed in ingredients ..though they could look online but that isn't going to do that much.
the key of the disclosure is that it will bring a scrutiny/checkpoint in acknowledgement that the Lessee needs to inform the Lessor just what they are doing. That was one of the biggest problems in 2007, 08 was that many still didn't have the computer and didn't understand the process of NG drilling...though there was some info in their local municipalities and meetings...but some were out of state in their negotiations.
By having to meet with disclosure requirements it will bring about a more reputable contractual agreement. The banks send disclosures about their procedures, charges...it may seem just tooo much paperwork and some may throw those away when they get them...but it gives some accountablity not at the expense of the person receiving the service.
Like in the enhancement discussion here recently...had a disclosure of that process be given on the contract or as an additonal disclosure then there wouldn't be this second guessing it and it wouldn't have been considered 'a catch all' or misleading statement by those who have yet to see what it really means.
So disclosure is not silly. I don't know if you are old enough to remember this...but it wasn't until some had taken some counter drug products that one died and found that the bottle contents had been laced with another chemical. That and other causes that established a need for disclosure by the manufacturers to not only list the ingredients in a disclosed packaging but also put a tough to open top that is even child proof on some products.
Well said Linda A. The best thing we can all do to protect our rights is to clean out the rest of the libs this November. Not just in Pa. and OH. but country wide. A good start would be Obama, Pelosi, Reid and Schumer of NY. Look what Schumer has done to the oil and gas industry in NY. As for Ohio, Hagan of Youngstown must also go. It is a shame that this must needed, God given blessing to our part of the country has to bring out the worst in even the politicians. And, as always, a few can't can't enjoy a windfall of any kind without the government either controlling it, taxing it to death, or shutting it down because it ain't fair to everyone. Make no mistake about it, most of the noise come from those that do not own minerals and are envious of those who do.
I work hard, here in PA to follow the issues AND follow the votes of our representatives, because they will tell you one thing and then vote another.
People must become involved by researching details - look at Santorum! We got rid of him in PA and now the GOP et all are propping him up as a *cough - GOP conservative! Just another neocon and he should fade out like the rest - Gingrich - Cain - Romney.
Ron Paul is the ONLY presidential candidate who speaks and votes the same way! The media, along with the corrupt and the elite choose our candidates, and there's not a boatload of difference in any of them - except for Ron Paul...
They've stolen at least two caucus wins from him, but now Maine has been caught red handed - changing vote totals - hiding votes - not counting votes - you name it, they continue to try it... It's now just hitting old media but they will continue to bury the truth.

would slowing it down some...mean that they might go back to the projects they started and get some of those people some royalty money that they promised? I mean they are so busy leasing and selling to foreign countries the lease shares (that's the ones evidentally with the money) that some Lessors are still waiting after 3 to 4 years for the production? some have land in units but no pipelines yet....
slowing it down doesn't mean halting. Now if you are talking about 'no fracking' in slowing down...then get those pipelines in while you are waiting...and for some Lessors haven't even had a well done.
and all this talk of maybe even halting or banning....don't you think those investors who paid like 14k per acre to Cheasapeake are pushing to get those systems producing? You know the Chinese government and India oil companies and others have quite a financial stake in the U.S. now...they are also ones that are buying up the U. S. debt...so i am sure they have quite a lobby not only demo or repub.
