Why hardly any interest in Lackawanna PA for Gas?

I sent out 103 letters to gas companies to see if they were interested a lease in Gouldsboro PA, Lackawanna County. No one was doing any drilling in that area. Are there restrictive laws there? Not enough gas?

The Marcellus Shale is over cooked in Lackawanna Co. In other words, there's no marketable gas in the marcellus.

Could you explain in more depth what "over cooked" means? Maybe he's wrong but the PA State Geologist said there was plenty of gas in that area they just haven't gotten around to it yet.
