permits/units

When a permit is requested and approved by the ODNR; is the unit plot included at this time or is it added later?

The unit is submitted with the permit. If the driller wishes to change the unit they can have the permit amended. Usually ODNR posts the permit and the proposed unit on PDF files on their website.
